Enabling the Global Deployment of Carbon Dioxide Removal: Delhi Workshop Report
As durable carbon dioxide removal (CDR) moves from early innovation to global deployment, international collaboration and country-led strategies will be critical to scaling the sector responsibly.
This report captures the discussions and outcomes of the Delhi workshop on Enabling the Global Deployment of Carbon Dioxide Removal, convened by the Carbon Removal India Alliance (CRIA), Council on Energy, Environment and Water (CEEW), Transitions Research, cKinetics, and Bridge Institute. Held under the Chatham House Rule, the workshop brought together leaders from government, industry, finance, academia, and civil society to explore how India can contribute to building a high-integrity global CDR ecosystem.
The workshop was part of a series of meetings around the world to scope out the establishment of a new international institution to support coordination and cooperation in the responsible deployment of CDR.
The report explores India's unique opportunity to become a leading supplier of durable carbon removal, highlighting the country's strengths in pathways such as biochar and enhanced rock weathering, alongside the importance of framing CDR through its broader co-benefits for agriculture, rural livelihoods, air quality, and industrial competitiveness.
Drawing on presentations and collaborative working sessions, the report identifies strategic priorities across five key themes:
Advancing research, innovation, and fit-for-purpose MRV systems
Building harmonised standards and enabling policy frameworks
Unlocking finance, project bankability, and carbon market infrastructure
Strengthening public engagement and equitable benefit sharing
Developing national roadmaps to accelerate durable CDR deployment
The report also reflects on the importance of international cooperation in building credible, scalable carbon removal markets and outlines recommendations to strengthen governance, market development, and cross-border collaboration as CDR continues to mature globally.
